RESERVE CONSTABLE PROGRAM

Saanich Police Reserve Constables are uniformed, trained volunteers who participate in non-enforcement community policing and crime prevention activities and accompany police officers in a ride-along capacity. Depending on the task, they work under the direct supervision of a police officer or the general supervision of the police department. The Saanich Police Reserve Constable program is supervised by the Community Engagement Division.

Our Reserve Constables are required to volunteer a minimum of 160 hours per year and complete several mandatory training requirements annually.

Candidates must meet the minimum requirements as outlined in the Applicant Minimum Requirements below.

TRAINING REQUIREMENTS

All of our Reserve Constables must complete the basic Reserve Constable’s training as outlined by the Ministry of Solicitor General’s Office. Training takes about four months with classes being held 1-2 evenings a week and one weekend day. Candidates study legal issues, crime prevention, traffic, professionalism and ethics, communication tactics, use of force certification and tactical communication. Training also has a strong physical/team building component. The two Provincial written exams are administered on the classroom studies. The Provincial written exams are conducted by the Justice Institute of BC. The passing score for these examinations is a minimum of 70%. Applicants must be willing to commit to the minimum of two years volunteer service.

APPLICANT MINIMUM REQUIREMENTS

  • Minimum 19 years of age upon commencement of training
  • No Criminal Record
  • Canadian Citizen or Permanent Resident
  • High School graduation certificate or equivalent
  • Basic first aid certificate with CPR Level C and AED for British Columbia
  • Possess a valid class 5 British Columbia Driver’s License with a good driving record
  • Have normal hearing in each ear – documented by an Audiogram produced by your Audiologist.
  • Applicants must be physically fit and have a healthy lifestyle. Medical examination and certificate at the applicant's expense will be required.
  • Vision Standards:
    • (i) Must be binocular and have unaided vision of not less than 20/40 in one eye and 20/100 in the other eye;
    • (ii) Vision should be correctable with approved vision aide to a minimum 20/20 both eyes open with no one eye poorer than 20/30;
    • (iii) Colour vision must pass the Ishihara test or the Farnsworth D-15 test;
    • (iv) This minimum vision acuity is required for safe performance of policing duties if glasses or contacts are lost or displaced; and
    • (v) Must be at least 150 degrees continuous along the horizontal meridian and 20 degrees continuous above and below fixation with both eyes open and examined together.

    • Note: applicants who have had Laser Surgery must wait one month post-surgery for any eye examination and have our form completed by the surgeon stating there are no adverse conditions.

SELECTION PROCESS

Assessment of honesty, integrity and ethics are an integral part of the selection process and the information you provide throughout the process will be scrutinized closely. Dishonesty, deceit, or non-disclosure of information can result in your removal from the process. Applicants must meet the minimum requirement to apply.

  1. Submit a cover letter and resume with current colour photo and driving abstract (available online from ICBC here)
  2. Complete Applicant Questionnaire and Polygraph Integrity Questionnaire
  3. ETHOS Intake Exam
    • The three hour ETHOS exam is administered at the Saanich Police Department by invitation on specified dates. The intake exam includes spelling, grammar, logic analysis, comprehension, memory, math and reasoning.
    • Applicants must achieve a score of 60% to pass on the intake exam, but we would typically like to see a much higher score than 60%.
    • If applicants have already achieved a passing mark on the ETHOS exam while competing for a position with another law enforcement agency, there is no need to complete the exam again.
    • Applicants can prepare for the ETHOS exam by searching and reviewing study guides that are available on the Internet.
  4. Physical Test
    • The physical test will consist of the Police Officer Physical Ability Test (POPAT).
    • The POPAT is a demanding anaerobic physical test that must be completed in 4 minutes and 15 seconds (click here for POPAT Protocol). POPAT results are valid for 12 months.
  5. Polygraph Test
    • This is a continuation of the Polygraph Integrity Questionnaire. It is administered by a person trained in the use of a polygraph.
  6. Successful Panel Interview
    • This behavioural based interview focuses on life skills, experience and abilities of the applicant.
  7. Background Check

The reserve selection process will begin six months before the commence of a training class however we may accept applications year-round.
